# Build a dossier claim–evidence matrix Create the six tables and exact stable headers in `../assets/dossier-claim-evidence-matrix.md`. Keep evidence records separate from exact proposed claim wording. For each claim, record lifecycle A/B/C, wording kind, population/comparator, effect and uncertainty, timepoint, limitation, certainty, source version, permissions, conflicts, MLR review, distribution control, owner, and scoped review status. Treat A as an unapproved product for which FDA approval is sought and C as an unapproved use of an already approved product for which FDA approval is sought. For both A and C, use factual and objective language only; do not make a safety or effectiveness characterization or conclusion, imply comparative superiority, or make a promotional conclusion. Mark every incomplete review or permission field as pending/hold. Do not convert this matrix into legal, regulatory, or promotional approval automation.
